Presentations, Updates and Public Comment
1. Presentation by Los Angeles Department of City Planning – David Somers
Working on EIR process for 44 miles of priority 1 package for first 5-year plan. The projects were screened by DOT as needing enviro clearance due to traffic impact. Scoping meetings start 2nd week of July, Notice of Preparation, will be alerting NCs:
- First meeting, July 10, downtown at DOT HQs
- Second, July 12 6-8PM, at Parking Enforcement facility, Sepulveda and Expo
- Third, July 18, Ramona Rec and Park facility

My Figueroa project has been taken over by DOT; it’s in EIR too; on tight timeline, is in design (10%). It is an experimental project, barrier separated bikeway, probably bike signals, working with Caltrans BAC, being called “Bikeway X”.
Need to start focusing on the next 40-mile package, including bike friendly streets.
» PlanCom needs to draft a letter to provide input on scoping / NOP. Advise on what EIR needs to address to achieve acceptable bike lanes.
Mobility Element
Focusing on goals and policies first (LA2B input), road cross sections (Street Standards) and priority networks next.

2. Public Comment
Kevin Burton, West Hollywood Bicycle Task Force
Encourages LA to accelerate implementation of BP improvements on San Vicente near Cedars Sinai.
Also Burton Way shows BLs in 5 year plan. Bev Hills considering BLs on Burton Way; wide enough with no lane removal, also in LA.
Michelle: will need lane removal, ie an EIR, so will need to go into next EIR package
» Consider prioritizing San Vicente at next Plan Com meeting: bike lanes San Vicente Beverly Blvd south to Pico. Agendize.

5. Approval of Minutes / April 3, 2012 - no discussion
6. LADOT Bikeways Report – Michelle Mowery
Legislation:
-AB 2245, would make EIRs for bikeways easier, goes before Inter gov’t relations Com?
It’s Metro’s bill. CBC very involved.
- Bike rack bill: Bonnie Lowenthal obstructing to curry union favor.
»Kent: inquire with Stephan Vance at CBC
-Expo bikeway lawsuit; sued again by neighbors, despite supplementary documentation supplied by LA.
Caltrans needs to move quickly to determine whether they’re going to defend the project or not.
7. LADOT Engineering Report – Paul Meshkin
See Paul’s report emailed to us. 14 miles installed in April and May, 38 miles so far since July 2011.
» Members should check for projects in their districts, support and promote them to NCs, CD office, stakeholders, etc.
8. CD 7 “Yield to Horses/Cyclists” - Tabled until next meeting.

BAC Subcommittees, Officer and Member Reports
9. Council District Updates
Larry: Contacted Labonge re Universal’s work next to LAR and possible impact on future bike path; looks like enough room still exists, Lankershim / Cauenga bike connection being explored.
Aubrey: Expo segment National to Washington to open on June 20th. Watts fun ride this weekend.
Brad: will report on recent projects next time
Ron: Blessing of Bikes honored Alex Baum, good turnout
Kent: Rose Ave. bike lanes may not require 12 parking spaces removed; should help get local support.
Bike corral on Rose: Michelle: It is not rejected, it’s in coastal zone so requires Commission approval. Doing Abbot Kinney corral first.
Jonathan: Venice Blvd BLs by Lowes, still need stencil marking. Rodeo Expo intersection: recent improvements of little help, still seems unsafe. Suggests we get cards we can give to merchants who want racks (and corrals?) near them.
There was another successful Palms Bike Rodeo recently.
Wants to set up a task force to focus on educating kids, lots of interest (UCLA, Kaiser, etc). Will be a separate activity.
