This is deceptive because it is based on a worst case, end-to-end out and back, peak hour trip; needs to be explained better.&lt;br/&gt; Federation of Hillside and canyon homeowners (?) is a key group that will need to support the project.  There are other local neighborhood groups too that will influence community support or opposition.&lt;br/&gt; Project could have ped benefits; locals want to be able to walk to Hollywood Bowl.&lt;br/&gt;&amp;#160;&amp;#187; &lt;span class="il"&gt;BAC&lt;/span&gt; and LACBC Bike Ambassador program need to look at Cauenga.  There will be a December meeting.&lt;br/&gt;&amp;#160;&amp;#187; Larry: Stay in touch with Labonge on this.&lt;br/&gt; &amp;#187;Bikeways subcom: Please give Planning Subcom your take on the options, technical challenges, etc.&lt;br/&gt;&lt;br/&gt; Additional projects&lt;br/&gt; DOT staff is looking for any add&amp;#8217;l on-road striping projects that could be included in project packages.&lt;br/&gt;&amp;#160;&amp;#187; &lt;span class="il"&gt;BAC&lt;/span&gt; members: Any good striping projects, as yet unplanned, in your district?  Any easy ones that were missed?  Let Michelle, Nate know.&lt;br/&gt;&lt;br/&gt; Planning is finalizing 2nd year project package.  They have funding for enviro report and some projects use fed money (which comes under Federal NEPA), so may go ahead with an EIS.&lt;br/&gt;&lt;br/&gt; 4.  Expo Bikeway planning&lt;br/&gt; Lawsuit settled.  Mediation settlement includes:&lt;br/&gt; A 10&amp;#8217; soundwall, lighting on trail but screened from homes,&lt;br/&gt; Asked for no community access from Northvale, but not part of settlement.&lt;br/&gt; Palms and Westside N&amp;#8217;hood councils need to provide input on this issue.&lt;br/&gt; Settlement should be public record: see city atty.&lt;br/&gt; No work yet on evaluating EIR ramifications of moving bike path out of trench; money for this won&amp;#8217;t be available until next year.&lt;br/&gt;&lt;br/&gt; 5.  Traffic mitigation planning, impact on bikeway plans&lt;br/&gt;         -Casden project at Sepulveda and Exposition&lt;br/&gt;         -Hollywood Millenium project&lt;br/&gt; Staff will try to get us more info about how these projects are incorporating nearby Bike Plan projects.&lt;br/&gt; Update:  Responding to Michelle&amp;#8217;s prompt request for info, staff working on these two projects report that they are aware of Bike Plan projects nearby and have given guidance to the developers to integrate these into their mitigation planning, not to impact them negatively.&lt;br/&gt;&lt;br/&gt; Related points&lt;br/&gt; The Bicycle Trust Fund is functioning and is funded by development projects.  There may be flexibility in where money is used for bikeways.&lt;br/&gt;&lt;br/&gt; 6.  Westside Mobility Plan / Study, bikeway element input&lt;br/&gt; Sean Haeri is lead on this from DOT.&lt;br/&gt; Metro will be modeling bikes as part of congestion management planning.&lt;br/&gt;&lt;br/&gt; 7.  Update on NBC Universal project&lt;br/&gt; Council approved the development agreement which includes:&lt;br/&gt; $3 mil for LA River bike path, $500K for design, both going to County&lt;br/&gt; Plus $275K contribution to Bike Trust Fund&lt;br/&gt;&lt;br/&gt; Barham supposed to get an add&amp;#8217;l lane as part of mitigation plan.  But stripping may be flexible, may not have to be a car travel lane.&lt;br/&gt;&lt;br/&gt; Announcement&lt;br/&gt; 12-13-12&amp;#160;11AM, Rededication of Baum Bridge with a new plaque&lt;/p&gt;</description><link>http://labac.tumblr.com/post/46902655577</link><guid>http://labac.tumblr.com/post/46902655577</guid><pubDate>Mon, 01 Apr 2013 19:06:00 -0700</pubDate></item><item><title>Planning Subcommittee Meeting Notes March 12, 2013</title><description>&lt;p&gt;&lt;span class="il"&gt;BAC&lt;/span&gt; Planning Subcommittee meeting&lt;br/&gt; March 12, 2013  1:30PM&lt;br/&gt; 100 Main St., Hollywood Room&lt;br/&gt;&lt;br/&gt; Minutes and notes&lt;br/&gt; &lt;!-- more --&gt;&lt;br/&gt; Members attending:  Glenn, Jennifer, Kent, Jeff&lt;br/&gt; Staff: Nathan, Carlos Rodriquez&lt;br/&gt;&lt;br/&gt; 1.  Introductions&lt;br/&gt;&lt;br/&gt; 2.  Approval of minutes&lt;br/&gt; approved&lt;br/&gt;&lt;br/&gt; 3.  Bike Plan Implementation&lt;br/&gt; 123 miles of bikeways, incl sharrows, 80-90mi of bike lanes, since BP approval.&lt;br/&gt; Draft EIR will provide required reporting, but not doing full EIR process per AB 2245, report is still a CEQA doc&lt;br/&gt; Hearings for 1st year package are complete&lt;br/&gt; Responding to comments now, have received 4-500 emails&lt;br/&gt; Next steps:&lt;br/&gt; - Finish reports (will break down by geography and ease of implementation),&lt;br/&gt; - submit to Gen&amp;#8217;l Mgr for recommendations, then goes public.&lt;br/&gt; GM to provide letter of approval, which is appealable to Council (30 day period) even though the projects are exempted.&lt;br/&gt; - Anticipating additional outreach on some, per Council offices request (ie, Fig north of York, maybe Cauenga, Lankershim)&lt;br/&gt; - Projects will go to construction at earliest in June.&lt;br/&gt; - My Fig will hava an EIR, because buffered lanes and separated path make it different than typical bike lanes exempted by AB 2245..&lt;br/&gt; - There will be an update at the April BPIT&lt;br/&gt;&lt;br/&gt; Second year package&lt;br/&gt; City has federal HSIP funds to do these (1st year did not), so need to figure out how NEPA applies.&lt;br/&gt; Note that AB 2245 expires in Jan 1&amp;#160;2018.&lt;br/&gt;&lt;br/&gt; Re question about a developer dedicating property for road widening: practice now is to do this only as a last resort.&lt;br/&gt;&amp;#160;&amp;#187; Staff will check into widening policy&lt;br/&gt;&lt;br/&gt; 4.  Expo Bikeway planning&lt;br/&gt; - Negotiating funding for contract, to be signed and go to design soon. Hope to go from 60% design (end of summer?) right to 100% (by end of year?), skipping 85% review,saves money, completes faster.&lt;br/&gt; - City has commited to paying extra cost for Pico Gateway bikeway enhancements, est $560K&lt;br/&gt; - There is a $500K placeholder cost for Centinela enhancements, though this could be high by about 150K.&lt;br/&gt;         - Expo still pushing back on paying anything beyond their baseline design.&lt;br/&gt;         - Advocate input needed&lt;br/&gt; - Northvale segment: trending towards combining the stretch of bikeway along Northvale with the LA City project to build the bikeway on the sewer easement properties.  Could improve design and coordination of the two.&lt;br/&gt; - Gap still exists at Venice Blvd crossing.&lt;br/&gt; - LADOT submitted comments on what&amp;#8217;s needed:&lt;br/&gt; 1) Provide guide signs to guide bicyclist between phase I and phase II.&lt;br/&gt; 2) Relocate the driveway in front of the terminus point of Expo Bike Path Phase II, and provide curb &amp;amp; gutter with sidewalk.&lt;br/&gt; 3) Provide wider sidewalks along the designated transition path between Phase I &amp;amp; II, which will allow adequate passage for both pedestrians and bicyclist.&lt;br/&gt; 4) Modify all access ramps along the designated transition path to have a 6 foot opening, see attachment for reference.&lt;br/&gt; 5) Modify all crosswalks within the intersections of 1)Robertson Blvd/Exposition Blvd &amp;amp; Venice Blvd and 2) National Blvd &amp;amp; Venice Blvd to have continental style crosswalks and 20 foot wide crosswalks.&lt;br/&gt; 6) Provide 10 foot wide opening through the islands at the intersection of Robertson Blvd/Exposition Blvd &amp;amp; Venice Blvd.&lt;br/&gt; 7) Modify the signal plan to have the southbound Exposition Blvd right turn signal control, instead of the design of stop control.&lt;br/&gt;&lt;br/&gt; Between Venice Blvd. and termination point of phase 1 path, Culver City will accommodate bikes on sidewalk from Washington to Venice Blvd.  The plan is to put bike lanes on National in future.&lt;br/&gt; - We learned that Continental crosswalks will be used on all Expo Phase 2 crossings.&lt;br/&gt; - DOT &amp;#8220;backed&amp;#8221; their design costs out of bikeway budget (gave funds back to Metro), but BOE and BSS could not forego their expenses due to the quality of plans given to them by Expo, which needed more work.&lt;br/&gt; - Now, the overall bikeway project is about $1.2mil in red, significantly better than where we were a few months ago.&lt;br/&gt;&lt;br/&gt; 5. Proposal to eliminate speed humps&lt;br/&gt; Council file # 13-0191&lt;br/&gt; Speed cushions are being considered.&lt;br/&gt; &amp;#187;Recommend action to full &lt;span class="il"&gt;BAC&lt;/span&gt;&lt;br/&gt; - need to study impact on traffic, safety, etc&lt;br/&gt; - consider alternatives such as horizontal diverters, turn restrictions, speed tables&lt;br/&gt;&lt;br/&gt; 6. My Figueroa update&lt;br/&gt; Latest proposal calls for downgrading of bikeway from separated to buffered as follows:&lt;br/&gt; MLK to Exposition Blvd:  buffered bike lanes (similar to Spring St.)&lt;br/&gt; Exposition to approx. &lt;p class="MsoNormal"&gt;&lt;span&gt;Working on EIR process for 44 miles of priority 1 package for first 5-year plan.  &lt;/span&gt;&lt;span&gt;The projects were screened by DOT as needing enviro clearance due to traffic impact.  &lt;/span&gt;&lt;span&gt;Scoping meetings start 2nd week of July, Notice of Preparation, will be alerting NCs:&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;&lt;span&gt;First meeting, July 10, downtown at DOT HQs&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;Second, July 12&amp;#160;6-8PM, at Parking Enforcement facility, Sepulveda and Expo&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;Third, July 18, Ramona Rec and Park facility&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;&lt;p class="MsoNormal"&gt;&lt;span&gt;&amp;#187; Alert your contact lists of these meetings (for me: CD 11 Tcom, BAC, SM Spoke, etc.&lt;/span&gt;&lt;br/&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;My &lt;/span&gt;&lt;span&gt;Figueroa&lt;/span&gt;&lt;span&gt; project has been taken over by DOT; it&amp;#8217;s in EIR too; on tight timeline, is in design (10%).  It is an experimental project, barrier separated bikeway, probably bike signals, working with Caltrans BAC, being called &amp;#8220;Bikeway X&amp;#8221;.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;&lt;/span&gt;&lt;span&gt;Need to start focusing on the next 40-mile package, including bike friendly streets.&lt;/span&gt;&lt;br/&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;&amp;#187; PlanCom needs to draft a letter to provide input on scoping / NOP.  Advise on what EIR needs to address to achieve acceptable bike lanes.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;&lt;/span&gt;&lt;span&gt;Mobility Element&lt;/span&gt;&lt;br/&gt;&lt;span&gt;Focusing on goals and policies first (LA2B input), road cross sections (Street Standards) and priority networks next.&lt;/span&gt;&lt;br/&gt;&lt;span&gt;&amp;#187; follow up with Jane, check for opp to input on policies taking shape.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;Encourages LA to accelerate implementation of BP improvements on San Vicente near Cedars Sinai.&lt;/span&gt;&lt;br/&gt;&lt;span&gt;Also Burton Way shows BLs in 5 year plan.  Bev Hills considering BLs on Burton Way; wide enough with no lane removal, also in LA.&lt;/span&gt;&lt;br/&gt;&lt;span&gt;Michelle: will need lane removal, ie an EIR, so will need to go into next EIR package&lt;/span&gt;&lt;br/&gt;&lt;span&gt;&amp;#187; Consider prioritizing San Vicente at next Plan Com meeting: bike lanes San Vicente Beverly Blvd south to Pico.  Agendize.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;&lt;/span&gt;&lt;span&gt;Jonathan: Venice Blvd BLs by Lowes, still need stencil marking.  &lt;/span&gt;Rodeo Expo intersection: recent improvements of little help, still seems unsafe.  Suggests we get cards we can give to merchants who want racks (and corrals?) near them.&lt;/p&gt;

&lt;div&gt;One presentation showed numerous bikeway innovations from northern Europe.  For example, use of a bypass lane for cyclists to pass buses that are stopped to pick up passengers.  Applicable to Santa Monica Blvd. as a pilot?&lt;/div&gt;
&lt;div&gt;&lt;/div&gt;
&lt;div&gt;&lt;strong&gt;5. Wayfinding project update&lt;/strong&gt;&lt;/div&gt;
&lt;div&gt;Nate has got good input from LA2B meetings, there is a web input resource at LA Bike Blog.&lt;/div&gt;
&lt;div&gt;Focus will be on BFSs in first year, tho problem areas will also be addressed.&lt;/div&gt;
&lt;div&gt;Sign installation will begin this year.&lt;/div&gt;
&lt;div&gt;Regarding use of signs to assist cyclists finding significant private destinations, this is fully within the scope of what is envisioned.&lt;/div&gt;

&lt;div&gt;How much space is needed by Parking Enforcement building?  Suitable location for bike commuter center? Seek advice from Santa Monica.  Steve and Tim will inquire when they meet with SM staff.&lt;/div&gt;
&lt;div&gt;Michelle: wants to get staff out there to explore it.  Will be doing an in-house meeting.&lt;/div&gt;
&lt;div&gt;Ck with Metro about cement plant property; who owns it?&lt;/div&gt;
&lt;div&gt;&amp;#187; Make motion: need space for bike parking at LADOT lot, expandability of racks and lockers.&lt;/div&gt;
&lt;div&gt;UPDATE: site visit later in week suggested the planned Expo / LADOT parking structure may be too far from station platforms to attract much use by cyclists, based on Metro&amp;#8217;s experience of existing stations with similar facilities described by Lynne Goldsmith.  There remains, however, a need to find space for expanding bike parking at the Sepulveda station area.&lt;/div&gt;
